According to The Financial Times, the number of countries offering Citizenship by Investment (CBI) programs has grown from just a few in the early 2000s to over 20 by 2024, with more than 100 countries now having investment migration laws.
As a result, the global investment migration market has grown into a multi-billion-dollar industry. Caribbean nations, such as Saint Kitts and Nevis, which was one of the first to introduce a CBI program, have seen a significant rise in applications. In fact, over 100,000 CBI passports have been issued since 2014, as reported by the European Union Commission’s Visa Suspension Mechanism report.
Drawing on new Citizenship by Investment (CBI) programs from emerging economies in 2024, along with significant changes in established CBI and Residency by Investment (RBI) programs in 2023 and 2024, investment migration firms are analyzing opportunities and trends that will continue to attract investors and high-net individuals looking for global mobility through second passports.
New Citizenship by Investment Programs in Emerging Economies
Some new investment programs have been launched, and others are adding new options to give investors access to wider and more diverse markets, all while offering the opportunity to obtain a second passport.
Nauru Citizenship by Investment
In November 2024, Nauru introduced its Citizenship by Investment program under the Economic and Climate Resilience Citizenship Act 2024. The program allows applicants to invest through direct contributions to the treasury, infrastructure development, or business projects. The minimum investment is $105,000, and the application process takes three to six months.
Solomon Islands government announces possible CBI program
In June 2024, the Solomon Islands government announced plans to launch a Citizenship by Investment Program. On 11 September 2024, Prime Minister Jeremiah Manele revealed that the first draft of the Citizenship by Investment Bill had been completed.
The Prime Minister emphasized that it would be a priority in the government’s 100-day agenda which will prioritize improving infrastructure, particularly in transportation and energy, creating new jobs through economic development programs, and enhancing health and education services. The plan will also address pressing social issues such as poverty reduction and strengthening law and order.
Hungary’s Real Estate Program to launch in 2025
Starting 1 July 2024, Hungary introduced the Hungary Golden Visa also known as the “Guest Investor Program,” offering long-term residence permits to property investors. Investors can obtain a 10-year residence permit by purchasing premium properties in Budapest. The exciting news is the introduction of a real estate investment option, which is set to launch in January 2025.
Other Investment Programs
These are other CBI and RBI programs that have continued to grow over the years, regardless of major changes.
- The Portugal Golden Visa removed its real estate investment option in October 2023, but it’s still one of the most successful European GV programs. The program offers other investment options such as investment funds, job creation, scientific research, reconstruction of cultural heritage and more, with a starting investment of €250,000.
- Greece changed its real estate investment option in September 2024. The country raised the minimum Greece Golden Visa investment to €800,000 in areas like Athens and Thessaloniki while keeping it at €400,000 elsewhere. Some exceptions allow investments as low as €250,000 for restoring historic buildings or converting commercial properties.
- In 2024, Greece introduced a new start-up investment option that allows investors to obtain residency by investing at least €250,000 in Greek startups.
- The Caribbean CBI programs also increased their minimum investment amounts but are still expected to continue to grow in 2025.
